Leigh M. Skipper is a partner in Duane Morris’s White Collar Criminal Defense division of the firm’s Trial Practice Group. Mr. Skipper has extensive federal criminal law trial experience and has handled all types of federal cases including securities, bank and wire frauds. Mr. Skipper also focuses on regulatory compliance and internal investigations. Prior to Duane Morris, he served as the Chief Federal Defender for the Eastern District of Pennsylvania from 2009 to 2022. He also served as a Trial Unit Supervisor in that office. While maintaining an active case load as the Federal Defender, he was responsible for the supervision, training, investigations and management of the office. Mr. Skipper is a frequent lecturer at national training events on various issues pertaining to federal criminal practice. He is a member of the bars of New York,
Pennsylvania, and the District of Columbia; and has served the bar in a variety of capacities including Chair of the Judicial Selection and Retention Committee for the Philadelphia Bar Association, Attorney Disciplinary Hearing Chair, and numerous practice advisory groups. Mr. Skipper is a Fellow in the American College of Trial Lawyers and also serves as an Adjunct Professor at Drexel Universitys Thomas Kline Law School. Mr. Skipper also served as the past President of the National Association of Federal Defenders. He obtained his B.S. in Finance from the University of Connecticut and his J.D. from the Howard University School of Law.
