Richard Watts was born October 17, 1954 at the US Navy Hospital-Sangley Point in the Philippines. He attended the University of Arkansas at Fayetteville from 1972 to 1975 where he received a Bachelor of Arts degree. From 1975 to 1979, he served on active duty as an infantry officer in the United States Marine Corps .
Watts attended the University of Arkansas School of Law from 1979 to 1982 where he received his Juris Doctorate. He is a member of the Arkansas and Texas Bar Associations and is admitted to practice before state and federal courts in both states as well as the United States Supreme Court. He has served as State Chair for the Arkansas Chapter.
